Victims Testify In Video Bond Hearing

HONEA PATH, S.C. -- The chief of the Honea Path Rescue Squad turned himself into authorities on Thursday morning to face assault charges.Hours later, Bill Brock was out of jail.Brock is charged with three counts of assault and battery of a high and aggravated nature.
"Get out of my way," Brock said, as he pushed past reporters while leaving the Anderson County Detention Center.Brock was a 23-year veteran of the Honea Path Police Department before he retired as assistant chief in 2003.He has been the chief of the rescue squad for several years.Two women told police that Brock touched them inappropriately and made sexual comments in front of them over a three-year period.One 26-year-old rescue squad employee came forward on Nov. 3, prompting an investigation.Since then, another employee came forward and making similar allegations against Brock.The police chief said that witnesses backed up the victims' stories and said that they had felt threatened by Brock.At hearing Thursday afternoon, a judge set bond in the case at $30,000.One of the two women accusing the chief of assault faced him in a video bond hearing on Thursday."I am just very upset with what has went on and what has happened at the job," she said.Inside the courtroom, the victim's advocate also read aloud a statement from the 26-year-old woman."I was victimized and intimidated for two years," said victim advocate Marlene McClain. "As the abuse became more frequent and more obtrusive, the intimidation and threats of having me fired scared me. Mr. Brock touched me, groped me on my private body parts and intimidated my job."Brock's other accuser has brought up similar allegations. Warrants said the assaults on both women happened repeatedly between May 2003 and October 2008. Both women said they didn't come forward sooner out of fear."I was violated," the victim advocate said. "Please set a high bond and ask that he have no contact with me at my home or at my job, which is the Honea Path Rescue Squad."Brock could spend up to 45 years in prison if he's found guilty on all three counts of assault of a high and aggravated nature.The Honea Path police chief said the investigation is ongoing and they're looking into more possible allegations.
